Study of an Integral Intervention Plan in a district in Mataró


The general objective of this work proposal is to prepare a preliminary study on the possibilities of developing a comprehensive intervention plan for the Parc del Palau area in the city of Mataró by defining a Conservation and Rehabilitation Area (ACR) that is compatible with the expression of interest in the “Rehabilitation programme for the economic and social recovery of residential areas” within the framework of the central government’s “Recovery, Transformation and Resilience Plan”.


The project is based on the binomial Digital Book + Building Passport, which is at the centre of the network of public instruments aimed at planning, financing and managing the energy refurbishment of residential environments. And, therefore, it acts as an instrument of articulation at the building level of the projections and initiatives of the municipal plans for the refurbishment of buildings, the centralised repositories of the building stock, the refurbishment offices and the subsidy and financing mechanisms.

The project also aims to provide a holistic vision that considers the building and the community at the same level, in a movement to relocate these two elements, to put people at the centre, together with the space they inhabit.

The methodology used is based on the urbanZEB tool, which is part of a new generation of strategic tools based on the Urban Building Energy Model (UBEM) methodology, especially aimed at public administration and urban planning and architecture teams working on projects at urban area level.


The results of the study, based on the needs of Mataró City Council, are linked to the requirements established in the bases of the “Rehabilitation programme for the economic and social recovery of residential environments”.

1. Data collection

To analyse and adapt as far as possible the alphanumeric and graphic database of the Cadastre and other databases provided by the Town Council, and to carry out an inspection campaign in the representative buildings of the study area, in order to obtain the information necessary for the study.

2. Diagnosis of the current state of all buildings

Carry out a global diagnosis of the technical quality, functional quality and ecological quality of each of the buildings in the study area.

3. Proposal for a minimum intervention in all the buildings

Define an intervention proposal that integrates the actions of each of the quality areas, determine the results of these interventions, assess the economic impact in terms of costs and savings and provide a draft intervention plan for each of the buildings in the study area.

4. Proposal for an emblematic and innovative intervention in a group of buildings

Define a proposal for a maximum intervention, of an emblematic and innovative nature, in a certain group of buildings in the study area that could become a relevant example of an improvement action within the neighbourhood.
